Gov. Kathleen Blanco was asked what she would do if a Category 5 hurricane hit Louisiana at a 2003 debate:

MODERATOR: Let’s assume for the moment that one of you is the next Governor of Louisiana. Lets also assume that there is a Category 5 hurricane in the Gulf of Mexico predicted to strike Louisiana within 36 hours. Other than praying, name five things you would immediately do as Governor, Ms. Blanco we start with you.

BLANCO: Well first we would organize the office of emergency preparedness, a very terrifically professional operation; we would then encourage everyone—wherever we can determine where this hurricane will be landing—to begin evacuation processes immediately. We must protect the safety of our citizens. Then I think the next thing we need to do, is make sure all of our citizens—will be working with the media of course—are prepared for the areas that wont have such a direct impact but they are positioned correctly. And I will be on the media working with you and telling our people how to prepare for this hurricane attack. We pretty well have noted that, that Louisiana have weathered these storms on many, many occasions.

    Letter to all Legislators in Louisiana,

    Dear Legislator,

    Please consider rescinding all, or part of the $45 million approved for foolish pork barrel projects at Bond Commission meeting on Oct 20, 2005.

    Due to budget problems, Louisiana will be unable for many years to fund additional money to continue these foolish projects, and money spent will be wasted.

    Should budget cuts for Education, Children, and old and poor help pay for wasteful projects like Reservoirs, goat shows, and lawnmower races?

    In Louisiana, a state drowning in water and political corruption, money continues to flow like water to build Reservoirs.

    While citizens statewide are fighting building 14 new Reservoirs, Hurricane Katrina breached a levee, and a reservoir flooded and destroyed New Orleans.

    The October 20, 2005 Bond Commission meeting lists $ 3.2 Million for Reservoirs while money was rescinded for many worthwhile projects.

    Will Reservoirs continue to be one of our top priorities, and a foolish waste of our tax money? With the budget problems Louisiana faces this money is badly needed elsewhere.

    Should the old and poor suffer, and taxpayers spend $40 to $50 million a lake to make developers wealthy? Will Louisiana change it’s foolish ways, and Politics as usual?

    The D.O.T.D. tax money intended for infrastructure is wasted on unproductive pork barrel Reservoirs.

    With Louisiana’s budget problems it is foolish to fund projects requiring continued funding year after year that we can’t afford.

    The proposed Washington parish Reservoir will desecrate cemeteries, and take the homes of the old and poor. It is not too late to stop the waste of money on this foolish project before construction begins.

    Please, stop the waste of money for unneeded foolish pork barrel projects.

    Clashes in Katrina response detailed

    Governor, mayor, administration are focus

    WASHINGTON — Documents released by Louisiana Gov. Kathleen Blanco shed new light on clashes
    between state officials, New Orleans Mayor Ray Nagin, and the Bush administration as they
    struggled to respond to Hurricane Katrina.

    Among the more than 100,000 pages of newly released records, which range from after-action
    reports to hand-scrawled notes written at the height of the storm, are memos showing Blanco
    frustrated and angered over delays in evacuations and the slow delivery of promised federal aid.

    “We need everything you’ve got,? Blanco, a Democrat, is quoted in a memo as telling
    President Bush on Aug. 29, the day Katrina made landfall.

    But despite assurances from the Federal Emergency Management Agency that 500 buses were
    “standing by,? Blanco’s aides were compelled to take action when the FEMA buses failed to
    materialize, documents show.

    “We need buses,? Andy Kopplin, Blanco’s chief of staff, said in an e-mail late Aug. 30.
    “Find buses that can go to NO (New Orleans) ASAP.?

    On Sept. 2, Blanco complained to the White House that FEMA had still failed to fulfill
    its promises of aid. While cloaked in customary political courtesies, Blanco noted that
    she had already requested 40,000 more troops; ice, water and food; buses, base camps,
    staging areas, amphibious vehicles, mobile morgues, rescue teams, housing, airlift and
    communications systems, according to a press office e-mail of the text of her letter to
    Bush.

    She also asked for the return of the Louisiana Army National Guard’s 256th Brigade Combat
    Team, then deployed to Iraq.

    The documents, posted late Friday on the Internet , also provide the most detailed account
    yet of the harrowing conditions at the storm’s epicenter, as state officials and emergency
    workers fought to retain control amid rising floodwaters and failing communications systems.

    Their release comes amid new efforts by Blanco to defend her government’s much-criticized
    response to the nation’s costliest natural disaster.

    The documents were prepared in response to requests by two congressional committees
    investigating the federal response to Katrina. Denise Bottcher, a spokeswoman for Blanco,
    said the governor decided to release the documents “publicly not to vindicate herself,
    but to set the record straight.?

    Dana Perino, a White House spokeswoman, said she had not seen the documents, but noted
    that multiple reviews of the week of the storm are under way, “and all levels of government
    have a responsibility to take stock of what happened, act on it, and then make sure it
    doesn’t ever happen again.?

    FEMA admitted broken Katrina reponse, feared Mississippi riots, letters show

    WASHINGTON - FEMA realized its response to Hurricane Katrina was “broken” and braced for
    rioting over woefully low supplies in Mississippi in the days just after the storm, according
    to new documents released Monday.

    The correspondence among Federal Emergency Management Agency officials, provided by a special
    House committee investigating the government response to the storm, follows the release last week of
    more than 100,000 documents by Louisiana Gov. Kathleen Blanco. Taken together, the details from both
    states provide evidence that FEMA was unable to provide fast help at disaster sites – even when the
    needs were obvious.
